International council to develop

In an effort to improve the quality of life for their citizens by reducing the barriers to international trade and investment, the United States and European Union unveiled a framework in early 2007 for promoting the integration of their economies, fostering collaboration and innovation, and reducing regulatory barriers. To that end, an initiative was passed at a summit in April, which established the Transatlantic Economic Council. The group, charged with overseeing the efforts of the framework, met for the first time in early November.

One task the TEC aimed to tackle in the inaugural meeting was harmonizing the technical standards that define biodiesel, as well as ethanol. Commerce is the driver for this endeavor, not issues of quality, said Stu Porter, manager of business development and projects for BBI Biofuels Canada. He expects the TEC to agree on a loose framework for biofuels standards by the end of the year. The committee will focus on a kind of "umbrella framework," he said, because the half-dozen or so differences between the ASTM and EN standards for biodiesel quality prove "a challenge to the establishment of uniform standards."

The TEC is cochaired by Allan Hubbard, assistant to the U.S. president for economic policy, and director of the national economic council; and Guenter Verheugen, vice president of the European Commission. Although the specifics of the TEC plan weren't available at press time, a joint statement released by the council said, "Our experts have reached a preliminary agreement on the areas in which existing standards for pure biofuels are compatible and will, by the end of [2007], identify areas in which additional progress can be made in 2008."
