Biodiesel producer testifies at hearing on clean energy jobs

Rep. Abby Finkenauer, D-Iowa, led a hearing Sept. 10 on growing the clean energy economy as chairwoman of Subcommittee on Rural Development, Agriculture, Trade and Entrepreneurship. Finkenauer invited Iowan Tom Brooks, general manager of Western Dubuque Biodiesel in Farley, Iowa, to testify at the hearing.

Brooks focused his testimony on the biodiesel tax credit, which expired at the end of 2017. Finkenauer has authored bipartisan legislation to reinstate the credit, which was included in a broader tax extenders package passed by the House ways and means committee earlier this year.

“I would like to emphasize that the biodiesel blender’s tax incentive has helped achieve the desired goal of expanding domestic production of clean energy resources and jobs here at home,” Brooks said. “In turn, the increased use of biodiesel has helped the United States realize economic and environmental benefits. These benefits, however, are in jeopardy without quick reinstatement of the biodiesel tax incentive and stable policy over the long term.”

“I have been working hard on bipartisan legislation to renew the biodiesel tax credit,” Finkenauer said. “Iowa jobs are on the line and we must act now to extend these tax credits. While I am pleased that the ways and means committee has marked up a package that includes a three-year extension of the tax credit, I call on House and Senate leadership to work together and extend the credit immediately.”

Iowa is a leader in the clean energy economy by producing more wind energy than any other state besides Texas, and by leading the nation in biofuel production. Finkenauer continues to support clean energy production in Iowa and stand up against policy decisions that undercut Iowa’s successes. She also led an effort to extend the Second Generation Biofuel Producer Tax Credit, and the Alternative Fuel Vehicle Refueling Property Credit, both of which were included in the ways and means tax package.

The purpose of the hearing was to hear from small businesses in the clean energy and energy efficiency sectors to discuss opportunities for their businesses, the challenges they face, and what Congress can do to support them in driving the clean energy economy and creating jobs within their fields.

Finkenauer worked with her Republican colleague and the subcommittee’s ranking member, Rep. John Joyce, R-Pennsylvania, to hold the hearing.
