California bill helps fleets meet EPAct compliance

The California Legislature recently passed a bill that helps EPAct-covered fleets, including military fleets, comply with California Air Resources Board (CARB) particulate matter reduction rules, as well as federal alternative fuel use requirements. The bill states public agency and utility fleets may use biodiesel blends up to B20 in a retrofitted vehicle certified by the state. The use of B20 is accepted regardless of the emission control device (i.e., particulate matter filters) being verified. The bill also provides the same exception for solid waste collection fleets. Sen. Roy Ashburn sponsored state Senate Bill 975.

"The rule is essentially in effect now," said Randal Friedman, head of California Government Affairs for the Navy Region Southwest. "But its official effective dates are Jan. 1, 2006, through Jan. 1, 2008."

The rule will help in future discussions with CARB on the Public Fleet Rule for Heavy Duty Diesels.
