EPA delivers proposed 2020-’21 RVOs, ‘other RFS changes’ to OMB
The U.S. EPA has delivered a proposed rule to set 2020 renewable blending obligations (RVOs) under the Renewable Fuel Standard to the White House Office of Management and Budget. The proposed rule also includes the 2021 RVO for biomass-based diesel and “other changes” to the RFS program. OMB review marks a final step before a proposed rule is released for public comment.
Information posted to the OMB website shows the proposed rule was delivered May 6. The posting, however, does not include any additional information on what “other changes” to the RFS program the rulemaking might include.
“The proposal is currently under interagency review, which places the Trump administration on track to release the [RFS RVOs] on time for the third consecutive year,” said EPA spokesman Michael Abboud in an email. “This is in contrast to the previous administration, which frequently failed to release their RVOs by the date intended by Congress.” When asked, Abboud did not specify what “other changes” means.
