NYSERDA, NYPA issue record renewable energy RFP

The New York State Energy Research and Development Authority and New York Power Authority have issued requests for proposals (RFP) for up to 2.5 million megawatt-hours of renewable power, collectively totaling the largest renewable RFP issued by any state.
The call aligns with Gov. Andrew Cuomo’s Clean Energy Standard goal of 50 percent renewable electricity by 2030. Renewables currently account for more than 26 percent of New York’s electricity mix, according to NYSERDA.
Both organizations will hold separate meetings on their RFPs and applications processes. NYSERDA, which will launch a two-step application process, will host a webinar on June 14, from 2 p.m. to 4 p.m. EDT. Sign up for the webinar here.

Through its solicitation, NYSERDA will procure its share of the new renewable generation by purchasing renewable energy credits from qualified developers that will then be sold to New York load-serving entities toward compliance with the Clean Energy Standard requirements.
NYSERDA seeks to purchase Tier 1 RECs associated with electricity generated from eligible facilities that entered commercial operation on or after Jan. 1, 2015, but on or before Nov. 30, 2019, unless extended according to criteria specified in the RFP.
This RFP two-step process will consisting of a threshold eligibility application to prequalify proposers, and competitive bid proposal submissions for proposers prequalified in step one.

NYPA’s solicitation calls for several renewable generation products, including energy, renewable energy credits and capacity. New generation will be made available to NYPA’s electric customers through power purchase agreements. NYPA customers will be able to opt-in to the renewable energy product and contract structure that best meets their clean energy goals.

Both the NYSERDA and NYPA solicitations will lead to the creation of thousands of direct and indirect jobs from the development, construction and operation of clean energy projects through 2022, according to NYPA.
Renewable energy developers are allowed to respond to both solicitations, but may only pursue one by Nov. 2.
