The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration is seeking comments from rail users on a proposed bulk loading and unloading program, said Bill Schoonover of the Federal Railroad Administration at the National Ethanol Conference in Orlando, Fla., in late February. The proposal, which was first announced Jan. 4, asks whether the PHMSA should consider developing additional regulatory requirements to enhance the safety of bulk loading and unloading operations. Ethanol currently makes up 12 percent of all rail releases, said Schoonover, who is chief of the FRA's hazardous materials division. He said key issues are equipment maintenance, training, emergency management and compatibility with existing Occupational Safety and Health Administration and U.S. EPA regulations.
