More than 2.06 billion renewable identification numbers (RINs) were generated under the Renewable Fuel Standard in April, up from 1.84 billion generated during the same month of last year, according to data released by the U.S. EPA on May 16. Total RIN generation for the first four months of 2024 reached 7.93 billion, up from 7.25 billion generated during the same period of 2023.
Nearly 68.85 million D3 cellulosic biofuel RINs were generated in April, including 61.77 million generated for compressed renewable natural gas (RNG) by domestic producers, 3.3 million generated for liquefied RNG by importers, 2.44 million generated for liquefied RNG by domestic producers, 694,722 generated for cellulosic ethanol by domestic producers, and 643,933 generated for compressed RNG by importers.
Total D3 RIN generation for the first four months of 2024 reached 211.93 million. That volume includes 190.05 million generated for compressed RNG by domestic producers, 9.77 million generated for liquefied RNG by importers, 8.94 million generated for liquefied RNG by domestic producers, 1.91 million generated for compressed RNG by importers, and 1.26 million generated for cellulosic ethanol by domestic producers.

More than 780.12 million D4 biomass-based diesel RINs were generated in April, including 469.26 million generated for nonester renewable diesel by domestic producers, 201.54 million generated for biodiesel by domestic producers, 72.44 million generated for biodiesel by importers, 23.45 million generated for nonester renewable diesel by foreign entities, 9.06 million generated for renewable jet fuel by foreign entities, and 4.39 million generated for renewable jet fuel by domestic producers.
Total D4 RIN generation for the first four months of this year reached 2.85 billion. That volume includes 1.58 billion generated for nonester renewable diesel by domestic producers, 770.27 million generated for biodiesel by domestic producers, 255.68 million generated for biodiesel by importers, 205.48 million generated for nonester renewable diesel by foreign entities, 32.24 million generated for renewable jet fuel by foreign entities, and 11.28 million generated for renewable jet fuel by domestic producers.
More than 16.14 million D5 advanced biofuel RINs were generated in April, including 6.58 million generated for nonester renewable diesel by domestic producers, 6.42 million generated for naphtha by domestic producers, 2.53 million generated for ethanol by domestic producers, 306,983 generated for LGP by domestic producers, 225,915 generated for renewable heating oil by domestic producers, and 73,154 generated for compressed RNG by domestic producers.

Total D5 RIN generation for the first four months of 2024 reached 66.8 million. That volume includes 31.1 million generated for nonester renewable diesel by domestic producers, 23.4 million generated for naphtha by domestic producers, 9.64 million generated for ethanol by domestic producers, 1.5 million generated for renewable heating oil by domestic producers, 958,445 generated for LPG by domestic producers, and 201,236 generated for compressed RNG by domestic producers.
Nearly 1.2 billion D6 renewable fuel RINs were generated in April, including 1.18 billion generated for ethanol by domestic producers, 3.64 million generated for biodiesel by importers, 3.63 million generated for renewable gasoline by domestic producers, 1.5 million generated for biodiesel by domestic producers, 1.12 million generated for ethanol by importers, 250,191 generated for nonester renewable diesel by domestic producers, and 64,809 generated for renewable jet fuel by domestic producers.
Total D6 RIN generation for the first four months of the year reached 4.8 billion. That volume includes 4.78 billion generated for ethanol by domestic producers, 5.93 million generated for biodiesel by importers, 5.42 million generated for biodiesel by domestic producers, 4.44 million generated for ethanol by importers, 3.63 million generated for renewable gasoline by domestic producers, 250,191 generated for nonester renewable diesel by domestic producers, and 64,809 generated for renewable jet fuel by domestic producers.
According to EPA, 47,750 D7 cellulosic diesel RINs were generated in April, all for cellulosic heating oil by importers. A total of 168,161 D7 RIN were generated during the first four months of 2024, all for cellulosic heating oil by importers.
Delta Air Lines on May 7 announced its strong support for new bipartisan, bicameral legislation that will accelerate the growth of sustainable aviation fuel (SAF) in Michigan. The bill aims to create a SAF tax credit of up to $2 per gallon.
The U.S. EPA on May 14 delivered two RFS rulemakings to the White House OMB, beginning the interagency review process. One rule focuses on RFS RVOs and the other focuses on a partial waiver of the 2024 cellulosic RVO.
U.S. EPA Administrator Lee Zeldin on May 15 told members of the House Appropriations Committee that the agency is working as quickly as it can to take action on the backlog of RFS small refinery exemption (SRE) petitions.
The U.S. EPA on May 15 released data showing nearly 1.79 billion RINs were generated under the RFS in April, down from 2.09 million generated during the same month of last year. Total RIN generation for the first four months of 2025 was 7.12 billion.
The U.S. EPA on May 15 published data that shows eight new small refinery exemption (SRE) petitions have been filed under the RFS in the past month. According to the agency, 169 SRE petitions are now pending.
