EPA: 23.75 billion RINs generated in 2023

The U.S. EPA published updated renewable identification number (RIN) data on Jan. 18, reporting that nearly 23.75 billion RINs were generated under the Renewable Fuel Standard in 2023, up from 21.35 billion RINs generated in 2022. 

More than 14.72 billion RINs were generated for ethanol last year, including 1.29 million generated for cellulosic ethanol and 14.72 billion generated for non-cellulosic ethanol. Domestic producers were responsible for generating all the cellulosic ethanol RINs along with nearly 14.69 billion non-cellulosic RINs. The remaining 33.69 million ethanol RINs were generated by importers. 

Nearly 4.89 billion RINs were generated for nonester renewable diesel 2023, including 4.07 billion generated by domestic producers and 814.43 million generated by foreign entities. An additional 3.27 billion RINs were generated for biodiesel last year, including 2.5 billion generated by domestic producers and 762.42 generated by importers. 

More than 625.15 million RINs were generated for compressed renewable natural gas (RNG). The vast majority, 619.77 million, were generated by domestic producers, with the remaining 5.38 million generated by importers. An additional 79.29 million RINs were generated for liquefied RNG, including 45.3 million generated by domestic producers and 33.99 generated by importers. 

Approximately 42.25 million RINs were generated for renewable jet fuel in 2023, including 22.6 million generated by domestic producers and 19.65 million generated by foreign entities.

More than 5.19 million RINs were generated for renewable heating oil, all by domestic producers. An additional 208,643 RINs were generated for cellulosic heating oil, all by importers. 

Domestic producers also generated 4.82 million RINs for LPG, 77.9 million RINs for naphtha, and 35.92 million RINs for renewable gasoline in 2023.

Total RIN generation for December reached 2.18 billion. That volume includes 60.57 million D3 cellulosic RINs, 840.82 million D4 biomass-based diesel RINs, 15.03 million D5 advanced biofuel RINs, and 1.26 billion D6 renewable fuel RINs. No D7 cellulosic diesel RINs were generated during the month. 

December RIN generation included 54.22 million D3 RINs generated for compressed RNG by domestic producers, 3.25 million D3 RINs generated for liquefied RNG by importers, 2.3 million D3 RINs generated for liquefied RNG by domestic producers, 459,603 D3 RINs generated for compressed RNG by importers, 347,542 D3 RINs generated for cellulosic ethanol by domestic producers, 455.38 million D4 RINs generated for nonester renewable diesel by domestic producers, 202.96 million D4 RINs generated for biodiesel by domestic producers, 96.31 million D4 RINs generated for biodiesel by importers, 81.74 million D4 RINs generated for nonester renewable diesel by foreign entities, 3.69 million D4 RINs generated for renewable jet fuel by foreign entities, 553,021 D4 RINs generated for renewable heating oil by domestic producers, 188,691 D4 RINs generated for renewable jet fuel by domestic producers, 8.19 million D5 RINs generated for naphtha by domestic producers, 3.4 million D5 RINs generated for nonester renewable diesel by domestic producers, 458,254 D5 RINs generated for LPG by domestic producers, 276,151 D5 RINs generated for renewable heating oil by domestic producers, 61,802 D5 RINs generated for compressed RNG by domestic producers, 1.25 billion D6 RINs generated for ethanol by domestic producers, 6.39 million D6 RINs generated for biodiesel by importers, 1.2 million D6 RINs generated for renewable gasoline by domestic producers, 1.17 million D6 RINs generated for ethanol by importers, 195,565 D6 RINs generated for biodiesel by domestic producers, and 24,475 D6 RINs generated for renewable jet fuel by domestic producers.

Total D3 RIN generation for 2023 reached 704.23 million. That volume includes 618.27 million generated for compressed RNG by domestic producers, 45.3 million generated for liquefied RNG by domestic producers, 33.99 million generated for liquefied RNG by importers, 5.38 million generated for compressed RNG by importers, and 1.29 million generated for cellulosic ethanol by domestic producers. 

Nearly 7.96 billion D4 RINs were generated under the RFS last year. That volume includes 3.95 billion generated for nonester renewable diesel by domestic producers, 2.5 billion generated for biodiesel by domestic producers, 752.8 million generated for biodiesel by importers, 713.3 million generated for nonester renewable diesel by foreign entities, 19.65 million generated for renewable jet fuel by foreign entities, 19.5 million generated for renewable jet fuel by domestic producers, and 1.21million generated for renewable heating oil by domestic producers. 

More than 259.32 million D5 RINs were generated under the RFS in 2023. That volume includes 119.95 million generated for nonester renewable diesel by domestic producers, 77.9 million generated for naphtha by domestic producers, 29.93 million generated for ethanol by domestic producers, 21.24 million generated for ethanol by importers, 4.82 million generated for LPG by domestic producers, 3.98 million generated for renewable heating oil by domestic producers, and 1.5 million generated for compressed RNG by domestic producers. 

More than 14.82 billion D6 renewable fuel RINs were generated last year. That volume includes 14.66 billion generated for ethanol by domestic producers, 101.13 million generated for nonester renewable diesel by foreign entities, 35.92 million generated for renewable gasoline by domestic producers, 12.45 million generated for ethanol by importers, 9.62 million generated for biodiesel by importers, 4.35 million generated for biodiesel by domestic producers, 3.1 million generated for renewable jet fuel by domestic producers, and 941,847 generated for nonester renewable diesel by domestic producers.

In addition, 208,643 D7 RINs were generated in 2023, all for cellulosic heating oil by importers.
