EPA: 7 new SRE petitions filed, 46 SRE petitions currently pending

The U.S. EPA on July 18 released updated small refinery exemption (SRE) data, reporting that seven new SRE petitions have been filed under the Renewable Fuel Standard during the past month. A total of 46 SRE petitions are now pending, up from 39 that were pending as of mid-June. 

The newly filed SRE petitions include two filed for compliance year 2023, three filed for compliance year 2024 and two filed for compliance year 2025.

According to EPA data, Placid Refining Co. on June 19 filed an SRE petition seeking a waiver of its 2023 RFS blending requirements for its facility in Port Allen, Louisiana. Calumet Montana Refining and Calumet Shreveport Refining each filed SRE petitions on June 26 seeking a waiver of 2024 and 2025 RFS blending requirements for their facilities, which are respectively located in Great Falls, Montana, and Shreveport, Louisiana. San Joaquin Refining on July 5 filed SRE petitions seeking waivers of its 2023 and 2024 RFS blending requirements for its facility in Bakersfield, California. 

As of July 18, the 46 pending SRE petitions include one for compliance year 2017, seven for compliance year 2018, six for compliance year 2019, six for compliance year 2020, two for compliance year 2021, three for compliance year 2022, 13 for compliance year 2023, six for compliance year 2024, and two for compliance year 2025.

The EPA’s online SRE data dashboard also includes data on small refineries that have opted into the agency’s alternative renewable identification number (RIN) retirement schedule for the 2020 compliance year. According to the EPA’s online data dashboard, 17 small refineries are participating in the alternative RIN retirement schedule, with the total renewable volume obligation (RVO) for those refineries at 880 million RINs. A total of 540 million RINs have been retired under the alternative retirement schedule as of July 18 The total outstanding RVO is currently at 340 million RINs, according to EPA’s data dashboard.
